This is reminiscent of the Akatsuki, the black-cloaked members who are recognizable by their bright red clouds drawing on their uniforms. Like the Akatsuki, the Kara are a group of antagonists led by an Otsutsuki. While the Kara get points for their uniformity and personal style, there are deductions for their obvious reference to the Akatsuki.

Their uniforms are certainly in better shape than many of them as people, though they're not particularly imaginative.

As executors of this influence, the Dai Li were equally striking in design and, despite being a uniform, did not skimp on style and accessories. Their hats served as both a symbol of their cultural importance and their shadow capabilities.
4 It's Easy To Spot The Fire Nation Troops With Their Pointy Shoulders (Avatar: The Last Airbender)The Fire Nation uniform changed throughout the hundred years of the war, but always kept the same red and black design aesthetic with pointed shoulders.
